An Indonesian political activist has received a number of anonymous SMS messages warning him that he will be killed if he leaves his home, Amnesty International has learned. br /
br /
Yoab Syatfle, a political activist in the Indonesian province of West Papua, received six SMS messages on Monday. The messages warned: quot;You are one of the people we are looking for, we remember you, if you leave your house yard one more time, you will be killedquot;. br /
br /
It is believed that Syatfle received the message because he is involved in organizing a demonstration that is to take place on Thursday in the city of Sorong, West Papua Province. br /
br /
The protest, organized by a coalition of groups in Papua, is against dialogue with the Indonesian government as a way of solving political problems in the region.br /
br /
Amnesty International said that it believes that Yoab Syatfle has been targeted because he is a prominent peaceful political activist in Papua. He is the Sorong Secretary of the Papua Traditional Council (Dewan Adat Papua) which represents Indigenous communities in Papua. br /
br /
He is also Secretary of the Papua National Consensus Team, a non-violent group campaigning for a peaceful internationally mediated solution to the political problems in Papua.br /
br /
Amnesty International has urged the Indonesia government to remember that the right to free expression, opinion and assembly is guaranteed under the Indonesian Constitution and the International Covenant on Civil and Political Rights (ICCPR), to which the country is a state party. br /
br /
The organization called on the government of Indonesia to protect peaceful activists from harassment and to allow human rights organisations in Papua to work without interference.br /
br /
Many peaceful pro-independence political activists in Indonesia have been arrested and sentenced to long terms of imprisonment.

The local Islamic Criminal Code was passed by the Aceh Provincial House of Representatives on Monday. It forbids a number of acts including alcohol consumption, gambling, intimacy between unmarried couples, adultery and fornication, and homosexuality.br /
br /
quot;The new criminal bylaw flies in the face of international human rights law as well as provisions of the Indonesian constitution,quot; said Sam Zarifi, Amnesty Internationalrsquo;s Asia-Pacific director.br /
br /
quot;Stoning to death is particularly cruel and constitutes torture, which is absolutely forbidden under all circumstances in international law.quot;br /
br /
Indonesiarsquo;s central government has indicated that the law may contravene Indonesiarsquo;s existing human rights protections under the countryrsquo;s constitution.br /
br /
quot;We welcome the concerns expressed by different levels of the Indonesian government about these laws,quot; Zarifi said. quot;But the proof is in the doing, and as long as these laws stay on the books they pose a serious threat to Indonesiarsquo;s international human rights obligations.quot;br /
br /
Some of these provisions, particularly punishment by caning, are not new in Aceh and already violate international human rights standards on cruel, inhuman and degrading treatment.br /
br /
However, this is the first time that local legislators have included stoning to death (rajam) as a penalty for those who commit adultery. International human rights law and standards oppose the extension of the death penalty to new crimes.br /
br /
Amnesty International has urged Aceh's newly elected legislature, due to take office in October, to repeal the law as matter of urgent priority.br /
br /
Amnesty International has also called on the new legislature to ensure that all local regulations in Aceh are in full conformity with international human rights law and standards, and other human rights provisions set out in the Indonesian Constitution and in the 1999 Law on Human Rights.br /
br /
The Indonesian government should ensure that the decentralization process and regional autonomy does not come at the expense of human rights.br /
br /
Local Islamic Law was gradually put in place in Aceh from 1999-2000 through various autonomy packages. Caning was introduced a few years ago as a punishment meted out by Islamic courts for offences such as gambling, theft and adultery. At least 31 men and four women convicted of gambling were caned under local Islamic law in Aceh in 2005 and at least eight people (five men and three women) convicted for gambling or adultery were caned in 2006.]]></description>
